I don't know if this on matters but the file is created in one of the configs being eval'd

The file is created by sqlitespeed/testconfig and it was going into the *previous* test which was just as wrong!!

There were two issues. The first was the file envfile.txt was being created in the wrong directory and this was relied on by the tests. The second was an issue in -test-path when run via transport other than fs.
